Chinese compatriots in Vanuatu,

 

In the twinkling of an eye, the stars change. The People's Republic of China is celebrating its 71st anniversary. This year's National Day coincides with the Mid-Autumn Festival, so the moon is even brighter. On behalf of the Chinese Embassy in Vanuatu, I would like to extend our best wishes to all of you.

Seventy-one years ago, the Chinese nation was reborn after strenuous struggle and tremendous sacrifice, and began a great new journey towards prosperity, rejuvenation and happiness of the people. Over the ensuing 71 years, under the leadership of the Communist Party of China (CPC), the Chinese people have marched, explored, built and served. We have been united as one, worked hard, overcome difficulties, and made great achievements that have attracted worldwide attention. In particular, since the 18th National Congress of CPC, socialism with Chinese characteristics has proudly entered a new era. China has never been so close to fulfilling the Chinese dream of national rejuvenation.

2020 has been an extraordinary year.

--In the face of the sudden attack of COVID-19, the CPC Central Committee, with General Secretary Xi Jinping at its core, has led the 1.4 billion Chinese people fight a fierce battle against the epidemic. We have passed a tough historical test. Thanks to our enormous efforts, we have made a major strategic achievement in beating the virus and obtained a remarkable feat in mankind's struggle against diseases. In combating COVID-19, the Chinese people have built up the spirit of putting people's lives first, nationwide solidarity, sacrifice, respecting science and a sense of mission for humanity.

--By coordinating efforts in epidemic prevention and control and in economic and social development, China has achieved outstanding results in recovery of its production activities and a return to normal in people's daily lives. China's economy grew 3.2% in the second quarter compared with the same period last year. It is the first major economy to return to growth since the COVID-19 outbreak, demonstrating great resilience and dynamism. We have every confidence to attain our objectives within the set time frame, which is to finish building China into a moderately prosperous society in all respects and lift out of poverty all rural residents living below the current poverty line, thus achieving the First Centenary Goal.

--China joins hands with the rest of the world to overcome difficulties and global challenges. China has launched the largest emergency humanitarian operation in the history of the People's Republic, providing anti-epidemic assistance to 150 countries and 4 international organizations. We have pledged that COVID-19 vaccine development and deployment in China, when available, will be made a global public good. President Xi Jinping announced at the 75th United Nations General Assembly that China will scale up its Intended Nationally Determined Contributions, aim to have CO2 emissions peak before 2030 and achieve carbon neutrality before 2060. With practical actions, China interprets the responsibility of a big country making endeavors for the great harmony of the world.

Countries share intertwined interests and the future of mankind are closely linked together. The world is now battling COVID-19 as it goes through profound changes unseen in a century. Nevertheless, peace and development remain the underlying trend of the times. Standing at a convergence point of the time frames of the Two Centenary Goals, China will persist in taking the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guide, stay committed to peace, development and win-win cooperation, take into account both domestic and international situation and ensure both development and security. We will carry forward the new historical cause of building a modern socialist country in all dimensions. Upholding the vision of a community with a shared future for mankind, we will continue to advance international cooperation on epidemic control and provide assistance to countries and regions with fragile health systems in order to build a global community of health for all. We will expand mutually beneficial cooperation with countries around the world, continue the economic globalization process, firmly safeguard the multilateral trading system, maintain the safe and smooth operation of the global industrial chain and supply chain, and jointly promote the early return of prosperity to the world economy. We are willing to work with other countries to promote more inclusive global governance, more effective multilateral mechanisms, and more active regional cooperation to tackle regional disputes and global issues such as terrorism, climate change, cyber security and biosafety, so as to create a better future for mankind.

Based on respective national conditions, China and Vanuatu have taken effective measures to confront COVID-19. Both countries have given excellent answers in this test that satisfied the two peoples and drawn the whole world's attention. Meanwhile, China and Vanuatu have looked out for each other and worked hand in hand, setting a model for joint epidemic response. At the time when the situation in China was at its most difficult, the government and people of Vanuatu firmly supported China's fight against COVID-19. They commended the measures undertaken and the notable achievement made by China in largely containing the virus. They openly opposed discrimination and xenophobia in responding to COVID-19. When Vanuatu faces grave multiple challenges, including negative impacts of COVID-19, TC Harold, and the volcano ash fall on Tanna Island, the Chinese side pulls together to help Vanuatu, providing timely assistance and support to meet the immediate needs of the Vanuatu government and people.

In the context of the prolonged epidemic and regular prevention and control efforts, China and Vanuatu both have to address major issues of promoting economic recovery and growth and improving people's livelihood. China is willing to work with Vanuatu to step up coordination and collaboration to safeguard public health security, enhance economic and social development, and open up a new chapter for China-Vanuatu Comprehensive Strategic Partnership.

First, enhance policy alignment. The two sides will make an overall plan for practical cooperation in various fields while focusing on productive sectors, infrastructure, public health, education and training.

Second, advance cooperation in epidemic prevention and control. China will continue helping Vanuatu improve its public health system and preparedness, tapping into the potential of cooperation in health care and traditional Chinese medicine.

Third, strengthen interest convergence. The two countries will expand cooperation within the Belt-and-Road remit and in other extensive areas, which will bring more benefits to the two peoples.

Fourth, ensure progress of major projects. While keeping people safe from COVID-19, China and Vanuatu are striving to facilitate movements of necessary supplies and personnel for major cooperation projects.

Fifth, deepen educational exchange. China will continuously help with Vanuatu's capacity building and contribute to nurturing more talents for Vanuatu's future development and more envoys for the China-Vanuatu friendship.

Sixth, combat climate change. China stands ready to strengthen dialogue and cooperation with Vanuatu and other countries to promote the "green recovery" of the world economy in the post COVID-19 era and bring together a strong force for sustainable development.

When the COVID-19 situation in China was severe, the Chinese community in Vanuatu was very concerned about their motherland, fully supported China's fight against the novel coronavirus and enthusiastically made donations, demonstrating a deep love for the home country and a family-country consciousness. Currently Vanuatu's epidemic prevention situation encourages no optimism. The Chinese compatriots in Vanuatu have helped one another while actively contributing to Vanuatu's COVID-19 preparedness, injecting more vitality in the China-Vanuatu friendship. I hope that the Chinese community in Vanuatu will continue working with Ni-Van citizens to confront the disease in a scientific manner and pass on Chinese people's warmth and kindheartedness. The Chinese embassy will go all out to provide service guarantees for Chinese citizens in Vanuatu. The motherland will always be a strong backing for overseas Chinese.

Human history, like a river, runs forever, witnessing both peaceful moments and great disturbances. We are not afraid of storms, dangers or barriers and are determined to follow the path of peaceful development. We are willing to work together with people from all over the world, including Vanuatu and forge ahead courageously towards the goal of building a community with a shared future for mankind!
